STORM WATER MANAGEMENT PLAN

Starting in 2003 the City of Ontario was required to develop a 5 year Storm Water Management Plan (SWMP) in accordance with 40 CFR Part 122.32 and Ohio Revised Code (ORC) 6111.  This five year plan has been updated for 2009 - 2014.

This program is designed to reduce the discharge of pollutants to the maximum extent practicable, to protect water quality, and to satisfy the requirements of the Clean Water Act (CWA) in compliance with the Ohio EPA Phase II Storm Water Program.

The SWMP outlines the minimum control measures which are expected to result in significant reductions in pollutants discharged within the City of Ontario.  The water quality pollutants of concern include but are not necessarily limited to fecal coliform, salt, oil, floatables, and suspended solids.  The minimum control measures address the water quality pollutants to the maximum extent practicable.  Furthermore, the plan will provide for assessment and prioritization of pollutants of concern which may necessitate adjustments or additions to the plan during the annual reviews.

Following is an explanation of the minimum control measures and how the City of Ontario will implement Best Management Practices (BMP’s) to enforce support of each measure.

 

 

Construction Site Runoff Control

The City of Ontario recognizes that construction sites can be a significant source of silt and sediment pollutants and the purpose of this measure is to reduce construction pollutants in the storm water runoff.  This can be done by implementing the following BMP’s:

  • Construction site inspections and document enforcement actions taken, and stop work orders issued if necessary.
  • Educate contractors/developers in proper BMP use.
  • Provided training to contractors/developers.

Post-Construction Runoff Control

The ultimate goal of the Post-Construction Runoff control measure is to reduce post-construction runoff and protect/improve the water quality from new development and redevelopment.  This can be done by implementing the following BMP’s:

  • Provide a training program for inspectors.
  • Procedures and personnel in place to review plans, and enforce Storm Water Pollution Protection Plan requirements.
  • Document green space preserved.
  • Document acreage preserved in riparian buffer zones.
  • Public education and awareness.

Illicit Discharge Detection and Elimination

This measure will work toward detection and elimination of illicit discharges through citizen complaints, visual and dry weather screening and education.

This can be done by implementing the following BMP’s:

  • Encourage the public to participate in the recycling program for hazardous waste provided by Richland County.
  • Identify non-storm discharges.
  • Track and respond to resident complaints.
  • Educate the public about illicit discharge.

Pollution Prevention/Good Housekeeping for Municipal Operations

The primary goal of this measure is to reduce pollutant discharge from municipal operations.  Examples would be vehicle inspections, store products correctly to prevent spillage, dispose or recycle waste products, and employee education.  This can be done by implementing the following BMP’s:

  • Training programs to minimize the use of herbicides, pesticides, and fertilizers in municipal operations.
  • Inspection of City vehicles.
  • Inspection of Municipal facilities.

Public Involvement/Public Education

The City of Ontario recognizes that citizen involvement and support is critical to the success of the SWMP.  This measure will focus on homeowners, retailers, industry, and the general public to increase understanding and a sense of ownership in the plan.  This can be done by implementing the following BMP’s:

  • Develop an agreement with adjacent communities to coordinate education efforts.
  • Develop classroom curricula at local schools.
  • Stencil storm drains to heighten awareness of what should/should not enter drains.

 

Through awareness and education each and every one of us can have an affect on clean water and litter prevention.  It doesn’t take a lot of time or effort to be a participant in keeping our resources safe from pollutants and our properties and roadways clear of litter.
